Windmill Hills was laid out and built one section at a time. Its first houses on record date from 1979, and by 2007 the Town Council was reviewing the plat for a fifteenth section; water mains for the fourteenth were laid in the town’s 2005 to 2006 fiscal year.
The result is a neighborhood whose houses span more than three decades of building, with the 1980s the busiest.
