Clifton Town Center and The Stave Apartments, 495 Peppers Ferry Road NW
Clifton Town Center is a mixed residential and commercial development on about 28.6 acres at 495 Peppers Ferry Road NW, between Quin W. Stuart Boulevard NW and Stafford Drive NW. Council rezoned the land to General Business (B-3) with proffers and approved a planned commercial development permit at about 18 units per acre, both 5-0, on November 12, 2019. The Town approved Phase I site plans in March and October 2024 and Phase II in June 2025, and a plan for The Stave Apartments on Parcel K was resubmitted in November 2025. County records show 60 small numbered lots, 13 of them with homes built in 2026.

The details.
The applicant was Stateson Homes. At the October 22, 2019 hearing the applicant's engineer described a five- to eight-year build-out with residential and commercial uses, flexible commercial uses, a traffic study with the site plans, and Stafford Drive improved to Town standards with sidewalks; the Planning Commission had voted 6-0 in support, and Council's rezoning approval included a proffer to widen Stafford Drive to 24 feet with sidewalks from Peppers Ferry Road to the end of the development. The recorded lots are numbered 29 to 88 and are about 0.04 to 0.14 acres each, on Stafford Drive NW, Quin W. Stuart Boulevard NW and Van Winkle Avenue NW; Stateson Homes markets the community as townhomes. Parcel K is about 2.36 acres; the posted Stave Apartments sheet (formerly 'Clifton Town Center, Parcel K', first submitted October 2024) does not state a unit count, so the total number of homes is left out here. A remaining 9.15-acre parcel is still in county records.
