Town Council approved a conditional use permit on January 23, 2024, 6-0, for a planned housing development of 114 apartments on about 7.497 acres at the end of Sunset Drive NE, zoned General Business (B-3). The Town approved the Sunset Drive Apartments site plan in September 2025, and an approved plan set was posted again in January 2026. Construction status was not found in official sources.

The applicant was HS Development II LLC; the property owners were HS Development II LLC and STMOB LLC. At the January 9, 2024 hearing the applicant's engineer said Council had approved a 96-unit apartment community here in 2019 and that an added 1.7 acres allowed 114 units, with a community room, an outdoor pool, a walking trail, two parking spaces per unit and landscape buffers. He said affordable units could not be promised without further talks with VHDA. Council also approved vacating a 0.151-acre end of the Sunset Drive NE right-of-way the same night, 6-0. The 2019 permit (February 12, 2019) was requested by SHAH Development LLC for apartments at up to 20 units per acre on about 5.7 acres at 2000 Sunset Drive NE; four members voted for it and two abstained. Plan sheets give the addresses as 1955 and 2000 Sunset Drive NE. The site is designated Mixed Use with Buffer (Residential/Business) on the 2013 Future Land Use Map.
