After Council's October 28, 2025 hearing the applicant added a fifth proffer, which required second hearings; on February 2, 2026 the Planning Commission voted 2-3 not to recommend approval, with three members absent. On February 24, 2026 a motion to deny failed when the Mayor broke a 3-3 tie against it, and a motion to approve then passed when the Mayor broke a 3-3 tie in favor. Residents asked Council in March 2026 to reconsider. Total lot count is not stated in the posted agendas and is left out here. The area is designated Residential on the 2013 Future Land Use Map.
